From Meeting to Exceeding: a workshop for your whole team.
Two hours on what an authorised officer needs to see, hear and read before a Standard is rated Exceeding, and what each room will do next.
Exceeding is earned, and it has to be kept.
A Meeting service is about as likely to fall to Working Towards at reassessment as it is to rise to Exceeding. Protect the foundation, then build.

The difference between Meeting and Exceeding
Meeting is a solid, compliant foundation. Exceeding is the same practice, and all three of these as well.
| Area | Meeting NQS | Exceeding NQS adds |
|---|---|---|
| Your practice | The practice is in place, and every element is met. | Embedded. Everyone does it, every day, whoever is on shift. It holds when key people are away. |
| Your thinking | You review practice, and policies are up to date. | Critically reflective. You've questioned it, you can explain why, and it changed, or was deliberately kept, because of that thinking. |
| Families and community | Families are informed and welcomed, and feedback is collected. | Shaped by others. You can show what changed because families or community told you, and it fits your community. |
How a rating is decided
- Element
Met or not met
If one element isn't met, the whole Standard is Working Towards.
- Standard
Meeting or Exceeding
Meeting means every element is met. Exceeding means every element is met, plus all three themes.
- Quality Area
Every Standard counts
A Quality Area is Exceeding only when every Standard in it is Exceeding.
- Overall
Four of seven
Four or more Quality Areas at Exceeding, including at least two of QA1, 5, 6 or 7, and none below Meeting.
Rating rules from ACECQA's Exceeding NQS guidance.
What your team will be able to do.
- Explain how Exceeding is decided, Standard by Standard
- Tell Meeting practice from Exceeding practice for each theme
- Recognise what Exceeding looks like in a real QIP
- Name where you're closest, and what each room will do next
Two hours together, then six weeks of practice.
The three themes
Embedded practice, critical reflection, and engagement with families and community, with a hands-on team task for each.
Where are we now?
Your team looks at what strong Exceeding write-ups do, votes on where you're closest, and chooses where to focus first.
The next six weeks
Each room tries one change, then shares its story at a 75-minute follow-up session, while leaders update your QIP.
Professional development for your team, on site or online. A workshop doesn’t guarantee a rating: only your regulatory authority can assess and rate your service.
Myth or fact?
Myth or fact: Exceeding means more documentation.
Myth. It's about what an authorised officer can observe in practice, hear from educators and see backed up in your documents.
Myth or fact: one outstanding room can get us Exceeding.
Myth. The practice has to be consistent across the service, whoever is on shift.
Myth or fact: every Standard needs all three themes to be rated Exceeding.
Fact. All three themes have to show, Standard by Standard.
Myth or fact: a great family event shows we engage families.
Myth. What matters is what changed because of what families told you, and whether they can see that.
Myth or fact: an officer can ask any educator why we do something.
Fact. So every educator needs to be able to explain the why, not only your leaders.
Myth or fact: we can get ready in the week before the visit.
Myth. Exceeding practice has to live in every room, every day.
Is this workshop for services already at Meeting?
Yes. It's for teams who meet the National Quality Standard and want to understand what it takes to go further. If an element is at risk, that gets fixed first, because you can't exceed what you don't meet.
What does it cost?
It depends on your service and what you need. Book a free call, and we’ll confirm any price up front.
